It appears that Charles F Barrett was photographer from about 1897 until 1917. He worked in Hampton, IA from 1897 to June 1909. Then for a brief time in Des Moines, IA, returning to Hampton, IA, 1910 to Nov 1917. In 1917, he moves to New York and works as a farmer never returning to the photography business.

No evidence has been found to show when or even IF Charles F Barrett was in Whitewater, Wisconsin. Whitewater is nearly 300 miles from Hampton, and although the towns were possibly connected by passenger trains in those days, the trip would still be a time-consuming one.

So for now, take these two examples as possibilities.
